About the IRCP
The Institute for International Research on Criminal Policy (IRCP) was founded in 1992 as the Research Group Drug Policy, Criminal Policy and International Crime and got its final name in 2002. It is the intention of IRCP, which is integrated in the Department of Criminal Law and Criminology of the Faculty of Law of Ghent University, to conduct and promote internationally relevant scientific research regarding criminal policy issues.

About the Authors
Prof. Dr. De Ruyver gained a Master of Law and a Master of Criminology in 1978 and became Doctor in Criminology in 1986. He has gained an expertise on national and international drug policies. He has been an expert to several Belgian parliamentary inquiry committees such as the Parliamentary Working Group on Drugs in 1996. Since 200, Prof. De Ruyver is the expert advisor to the Belgium Prime Minister on questions related to drug policy, security and the police reforms. Further to conducting numerous research projects for the European Commission and several Belgian Ministries, Prof. De Ruyver has participated in different international networks and projects such as the Pompidou Group Permanent Correspondents on Harm Reduction, the UN ODC’s Expert Working Group on Civil law system model law on drugs.
Prof. Dr. Vander Beken has been a professor at the University of Ghent of criminal Law since 1 October 2000, IRCP member since 1 July 1993, and director since 1 July 1999. Master of law (1991), master of criminology (1992), doctor in law (1999).
Prof. Dr. Vermeulen has been a professor of criminal law at Ghent University since 1 October 2000, a member of IRCP since 16 January 1992, and IRCP director since 1 July 1999. Master of law (1991), academic qualification to lecture in law in higher secondary education (1993), doctor in law (1999).
Ms. Vander Laenen is a social worker, Master of Criminology and has an academic qualification to lecture in Law in Higher Secondary Education. She has conducted (qualitative) scientific research on, among other things, the international drug treaties, Belgian drug law, low threshold treatment services and on drug prevention.
Currently Feya Vander Laenen is working on a PHD on the development of a target group model for the prevention of drug use.
